Abstract

This article examines the doctrine of Responsibility to Protect applied in Libya in 2011. Its central argument is that the use of this doctrine contributed to the post- Cold War expansion of U.S. power and changed world geopolitics. The text returns to the debate about the relationship between international organizations and
States sovereignty.
