Cooperation or domination?
Lula's government foreign policy towards Africa

The foreign policy of Lula’s government (2003-2010) towards Africa presents two façades: one cooperative, materialized on initiatives like Universidade da Integração Internacional da Lusofonia Afro-Brasileira (Unilab) and programs of knowledge transference; another dominant, revealed by Brazil interest in expanding its political leadership and the predatory activities of Brazilian companies in African countries. This work concludes that this duality of diplomatic actions exposes, besides the structural limits to international cooperation, the existing contradictions of Brazilian society.
