The article aims to understand the influence of the 1990s State Reform on educational policies and the effects of accountability in the school network of Ceará, through documentary analysis and literature review. The state government adhered to the educational logic of accountability: standardization, accountability, and liability. This caused perverse effects by excluding a vulnerable population portion: young people aged 18 years or older who attend the night shift.Downloads
