The aim is to identify the factors that led to the opening up of the energy sector in Brazil in 2016. The hypothesis is that this liberalization resulted from a loss of relative state autonomy after Dilma Rousseff's impeachment. The theoretical debate on the interaction between the state, capitalists and workers is explored. Cases of “revolving-door” are described, which illustrate the movement of capitalists and politicians in favor of liberalization.
