The Five-Year Plan of the Government and the Pluriannual Plan are planning instruments in Mozambique and Brazil. In these countries, government planning was influenced by the need to redefine the role of the State and to prepare public administration, with an eye on national development. This conjuncture, typical of the 1990s, derived from the transformations imposed by the international context which led Mozambique to adopt a democratic regime and Brazil to deepen it.
