Abstract

The authors expose the motivations and foundations of the technological restrictions practiced by leading countries and the Brazilian posture in confrontation. The authors also show the alternatives used by companies and countries to get around restrictive practices. While prepared to fulfill international treaties, Brazil, as yet, has no clear strategy for acquiring those technologies related to its military defense.
