The purpose of this article is to demonstrate the shift in Russian
domestic and foreign policies with the rise of Yevgeny Primakov to positions in the Russian overnment and how his pragmatic and multipolar doctrine has remained since then, culminating in the formation of OCX. We point out
that the project created from Primakov exhibits a greater inclination towards partnerships in the East in the effort against the unipolarity of the United States in the post-Cold War.
