The article approaches the production of graffiti and the dynamics of its legitimation during the years of the municipal management known as Fortaleza Bela (2004-2012). In the light of recent urban transformations, we discuss how graffiti dialogues with cultural policies aimed at spectacularizing the city. The practice of graffiti is shaped by two different kind of actions: one advocate a greater adherence to popular demands; the other inserts this practice in the boundaries between the street and the
artistic world.
