The resurgence of ZOPACAS and the Security agenda in the South Atlantic

The article explored the revitalization of ZOPACAS in the Brazilian security agenda. Based on the concept of security governance, it is argued that despite the Brazilian ambition of transforming the South Atlantic into a privileged space for its international projection, ZOPACAS suffers from problems of institutionalization, aggravated by the lack of material capacity and the competition with the major powers acting in the region.
