This article intends to analyze the performance of the Brazilian State as media owner, in the production and distribution environments
television content. At a time when the Brazilian government is starting execute a plan for a strengthened state TV, the debate on the conditions of
independence from existing state broadcasters may shed some light on this process. It is possible to divide this performance into two functions. A first in which the State acts as a producer, generating programming for specific channels and, second, in which it acts only as a distributor, relaying the
existing networks in locations that are difficult to access.
