Educational Politics for the black population
a global and local analysis

This article has as objective to promote a reflection about one of the main elements that ground the recognition of rights in the contemporaneous world, having as presupposition the indigenous inclusion and African descent in Latin America. It also presents an analysis of the educational policy for the black population in Macapá – AP. Its discursive field is centralized in scientists like Hooker (2006), Piovesan (2005), Almeida (2008), Briones (2002), Carvalho (2002), among others not less important, observing that such policies are aligned to a global national logic.
