Abstract

This article presents a brief critical analysis of the most general presuppositions of social participation policies in the municipal government of Fortaleza, Ceará, in the years 2004 to 2012. Despite the advances for which Brazil has with regard to the democratization process, particularly compared a still recent past strong dictatorial character, we, today, moved by followed corruption scandals, "a popular uprising" for greater transparency, which could help to prevent or minimize this illness that remains embedded in public administration. Accordingly, we support, for research on the actual capacity of decision within the so-called "semi-direct democracy", or participatory democracy in the theoretical foundations of Santos (2003), the critical Avritzer analysis (2002), as well as base of the radical nature of the Marxian legacy with Marx (2010), Engels (2102), and Marxist authors like Lenin (2005), Luxembourg (1999) and Tonet (2005) for understanding the ideological function of the state, and the impossibility the realization of democracy in its full meaning in the capitalist mode of production. We note that the assumption of popular participation in public management as a "breakthrough" in the democratic process is limited to the status of an opinion and / or suggest proposals to the government without the ability to evaluate, decide and define public policy, is not, therefore, the real in a class society, governed by the logic of capital. The Marxism of the radical critique enabled us to reaffirm that the sphere of political emancipation must be overcome, and, yes, to glimpse the human emancipation (TONET, 2005).
