Abstract

In today's globalized world where information flow at a breakneck pace, the opportunities for gain by the agents of corruption are large due to the speed that such events occur. Governments in order to prevent such an act are brought to seek tools, ideas and methods so they can combat and alleviate this action. Among the media found, it stood out the Transparency Portals as a way to demonstrate transparency in their actions. The object of our investigation is the Transparency Portal of the Ceará State Government in the period between the years 2009-2013 and aims to understand the process of creation and implementation as well as its use as an instrument of Social Control. It were used as a source of research Laws that established the Federal Constitution, the monitoring tool portal "Google Analytics", reports produced by Cell Ethics and Transparency of the Comptroller and Ombudsman of the State of Ceará, in addition to research global network computers. The theoretical framework is based on the experience of other countries with models: Fiscal Transparency of IMF; Fiscal Responsibility Act of New Zealand; Budget Enforcement Act U.S.; Maastricht Treaty on European Monetary Union; and particularly in the Complementary Law No. 101 of 04/05/2000; Complementary Law No. 131 of 27/05/2009 and the Federal Constitution of 1988. Methodology used is qualitative, deductive and exploratory nature with data collection for literature search and document analysis. The results go according to the laws of creation and deployment of portals, but their evaluation by the satisfaction survey was unreasonable.
