Abstract

Planning and Strategic Management, developed within the Municipal Department of Education require the use of proper methodology. This paper presents the results of investigations on the Strategic Planning Department - PES model disseminated by the Ministry of Education for use by State and Municipal Secretariats of Education of Brazil for development of this work has used a case study model of the Strategic Planning Department - PES developed in the city of Trairi, in State of Ceara, Brazil, as a management tool used with the aim of helping to carry out improvements in their works. Moreover, this tool allows management evaluate and adjust policies in response to changing the educational environment and produce fundamental decisions and actions in the performance of the education system. The management model based on the PES facilitates the knowledge and understanding of the reality of education and educational administration in the city studied, comparing and questioning the traditional model of management education for new models. In summary, the results provided by adopting the methodology PES were evaluated for impacts on the quality of education, the consequences of an efficient and effective school, which actively promote the democratization of access, retention and academic success of students.
