External Evaluation in Social Policy Management in Tejuçuoca Municipality Approved by UNICEF Seal

This article studies the external evaluation of social policies management focused on the municipal integration, in the town of Tejuçuoca-Ce (state of Ceara). It takes into account, for analyses, the constitutional principle of descentralization and
autonomy of towns, the participation of civil society in the public management. The town of Tejuçuoca was chosen because of the evidences that it has been searching for alternatives to overcome the difficulties that still hamper its
development with the improvement of social policies, the inter-sectorial work of the public power engagement and the participation of partnerships, taking us to suppose that the external evaluation environment has been deeply influenced
the performance of public policies, resulting on good management practice process. The theory is based on the performance of the town in five editions of “Selo Unicef-Municipio Aprovado”(UNICEF Certification-Approved Town) (UNICEF,2008). In this article were used the investigation method, the case study and the bibliographycal, descriptive, field, qualitative nature research, whose goal is to investigate the impact of the external evaluation process on the management
practices in the town of Tejuçuoca – state of Ceara. The sample has seven members: five managers and two members of the civil society. It was used a list of interviews with open questions and the tools were analysed in accordance with the
elements: Civil Society and Public Policies Certification. The descentralization process in the town of Tejuçuoca occured in a very harmonious way, with the participation of managers of the civil society, which is confirmed by the sucessive
certification granted by UNICEF, highlighting both the health and education as the town's priorities.
