changes and permanencies

The present work is originated from the Master Degree in Public and Planning Policies dissertation of “Universidade Estadual do Ceara”(State University of Ceara), with this same title whose general goal is evaluating the strategies action
and policies of the Public Organs, Entities and Organizations of the State of Ceará that connectedly work in the area of traffic, observing the changes and permanencies related to the municipal integration, especially to the life quality in
the towns that have implemented the Traffic Municipal Integration Administrative Management soon after the Brazilian Traffic Code – BTC has passed in September 23, 1997 and started to work in January of 1998. To do so a bibliographycal,
documental and field research was made and, as an instrument of collection of information and clues, a list of questions, the semi-structured interview and the guide for the direct observation. Canindé was the town chosen for the case
observation study, due to its importance related to the influx of means of transportation because of the pilgrimages and, today, the religious tourism, being the second most visited one by pilgrirms devoted to San Francisco, the most
important sacred venue dedicated to San Francisco in Latin America. It was also considered its geographycal importance in the central drylands of the state of Ceara, in a semi-arid region, and also one of the first ones that turned the traffic
Municipal Integration Management into reality. The informants considered the traffic Municipal Integration as a way of improving the standards of living. However, it´s not yet possible to affirm that the traffic municipal integration itself
is responsible for increasing the levels of development. It follows and takes part in the modernization of the state of Ceará , as an area that also promotes both direct and indirect local jobs as well as the relative safety related to the displacements, but it is not the only responsible for the changes occurred.
