brief accounts of the differentials of Juraci Magalhães and Luizianne Lins

This work has as main objective to describe the public housing policy in Fortaleza with emphasis on the question of habitability in the light of the metropolis for a management plan, analyzing environmental public policies with the use and occupation of urban land, the efforts of Mayor Luizianne Lins, from 2005 to 2012. The analysis off the trace of the urban livability, the population growth of the city of Ceará, the uncontrolled increase of slums and risk areas, the concentration of public services in recent decades were the specific objectives of this work. The problem viewed in this dissertation was to abstract thee intensions of habitability in Fortaleza with the implementation of these policies in the administrations of Mayor Luizianne Lins and comparison with the Mayor Juraci Magalhães. The results presented area largely shaped bibliographical record laws, decrees and acts relating to municipal housing policies of Fortaleza. Were also conducted interviews with various technicians from the city government, with experts in housing and local historians. Often visits to libraries of newspapers Diário do Nordeste and O Povo that allowed easy access to material published on the operations of the city government in the city. Anyway, are formed the main conclusions of this study in general can be viewed by increased popular participation in the planning of public housing policy and preservation of quality of life in the urban environment, especially in areas where the population inhabits economically disadvantaged.
