Abstract

The updating of public policy such as the development of the new Special Education policy in Inclusive Perspective (SEESP / 2008), has an impact on the public agenda with the spread of inclusion of people with disabilities in schools regardless of disability. Said policy has social and educational nature and deals with issues relating to social diversity, difference and cultural prejudices. In addition, the current policy has been prepared on the basis of statements and international recommendations, and demonstrates a milestone in its guidelines to provide the Educational Service Specializing in common education for persons with disabilities. It is noticed that in recent decades much has been debated about an inclusive education system, with points and counterpoints in the political, cultural, social and educational, searching for quality education for all Through research, reading various works of different authors intended on Article reflect on the Special Education Policy on Inclusive Perspective and discuss important points about it. Thus, the study has as its central theme the policy, obtaining the description for the purpose of implementation of special education policy in the inclusive perspective on EMEF José Dantas Nephew in the municipality of Ceará-Maracanaú, primarily comprising the proposal that social policy in the education sector . As mentioned above, the methodology is through a quantitative research, through bibliographical and documentary study, the Inclusive Education Center of Special Education Secretariat and Pedagogical Political Project of the said school. The established temporal demarcation is the 2010 and 2012 periods in which it was implemented the Board Room in the City of Maracanaú and participation of EMEF José Dantas Nephew in II Award for Educational Experiences Inclusive. It was concluded that EMEF José Dantas Nephew demonstrates actions in policy implementation at the school in line with their political pedagogical project with regard to arrangements for architectural, educational accessibility (teaching resources of the MEC and the school itself) and attitudinal. Regarding the methodological accessibility changes are needed in the pedagogical proposal and evaluation processes. Overall, Maracanaú municipality stands out in hiring support staff (caregivers, interpreters and instructors) and Continuing Education of the SRM teachers for the realization of the Special Education Policy on Inclusive Perspective. The Department of Education of the City, however, does not have a Project Inclusive Education, but only follows what is prescribed by the law itself and one of the main barriers faced in policy implementation is still the acceptance of students with disabilities by managers and the common school teachers, since many are only registered with the intervention of the Center for Inclusive Education, with support in the current policy.
