Abstract

Increased investment in Primary Health Care infrastructure is crucial to achieving resolute, quality care. Therefore, it is urgent to seek ways of financing that are not against the SUS. That they do not require the delivery of assistance to the private sector. But that is a way to delegate yes, actions not assists, since the SUS does not have to have expertise in this field. This narrative is about Public Private Partnership, as an alternative financing of non-assistance services. Its objective is to present and analyze the legality, adequacy and compliance with the relative legal requirements of the Primary Health Care Infrastructure Qualification Project. The purpose of this project was to restructure physical spaces, equipment and furniture, as well as non-assistance services Of the 147 Health Centers, the 7 laboratories and a Sterilized Material Center of the Municipality of Belo Horizonte of the State of Minas Gerais. Based on the theoretical framework that supports and qualifies the reflections on the perspective of the narrative, the author weaves the facts, interpretations and recommendations that supported and supported the construction of the Project. We analyzed the context that led to the implementation of the Public Private Partnerships in the international scope and the Brazilian legal system, and we developed a detailed analysis of the specific requirements for contracting in the said modality, in the light of Public Notice 008/11. As well as the positive impact on the provision / availability of quality public service.
