Abstract

The public safety organizations responsible for the process of formation Brasilian Police share the think the training actions necessary to the reform and uggrading of instituicions in the system of security in the face of old and new demands placed by society. In this context, one can’t ignore the fact that police training guides by the paradigm of human rights and citizenship by these devices that make up the list of institutions in the brasilian state prevents the practice of conflict resolution and the pacification of social spaces. This paper aims to reflect the security policy implemented by the Government Cid Gomes in Ceará, with the creation of the “Ronda do Quarteirão”. Specifically, to understand how was the training of police from this program and the place that human rights education takes in the whole process of governance.
