Reflections on the current educational policy scenarios in Latin America

Abstract

This article presents reffections and analysis concerning the education policies implanted in Latin America during the last decades. These policies are oriented by internacional organisms procedure rules, which perceive education as a strategy of economical and development, capable of grating developing countries acceptance into the globalized world. It initialy analyzes the influence exerted by the World Bank on the creation of a homogeneous education model for Latin America, which stresses the formation of human capital to be fit into the new accumulation standards, as well as the improvement of basic education. Secondly, it discusses the role of the Main Education Project (PPE), created by CEPAL, in 1979, with the goal of conceiving education policies that could have an impact on the development of the region, and its leveling with the new procedure rules proposed by the international organisms. Lastly, it examines the education policies implanted in Latin America since the last decades of Twentieh Century, based on international organisms documents and researches on this field. With this purpose, the focus of the analysis is set on the evoluation of the policial, financial and technical dimensions of the educational reforms.
