The public and the private in brazilian education
a study of partnerships made in Bahia

This article analyzes the state reform in the countries of Latin America and Brazil, from the 1990s, and its implications for educational policies. In this context, the study of public-private relations in the implementation of public policies in Brazil and the insertion of business groups in the educational scenario at the national level and in the regions of the South, Extreme South and Low South of Bahia. The research was developed from two research projects of the Department of Educational Sciences / DCIE / UESC and that have in common, two objectives: to analyze the organization of educational management in the municipalities of these regions of Bahia, from the years of 1990; and identify companies that have made partnerships with municipalities in the region for the education sector, characterizing the public and private relationship. As a theoreticalmethodological reference, we opted for a dialectical reading to understand this relationship in education. As a methodological procedure, we used interviews with teachers and representatives of business groups, as well as reports available on company websites and blogs. The results show that, in shaping publicprivate partnerships in the region, what we locate is not only a direct shift from the public to the private, but educational systems that remain essentially public / state, governed by a set of changes in mechanisms Institutions.
