The objective ofthis studywas to understand the challenges imposed by outsourcing as part of public employment policies and by “de-outsourcing” through the organizational restructuring process of UFC university hospitals as part of health policies, which has the rupture of contracts with a third sector organization (SAMEAC) and in the creation of the state company EBSERH its maximum expression. Based on the description of labor and administrative relations according to service provision contracts maintained by UFC university hospitals with SAMEAC, the impacts of changing labor and administrative relations in the context of breaking contractual ties and the consequent hiring of Empresa Brasileira de Serviços are analyzed.Hospitals - EBSERH. To achieve the proposed objectives, I carried out documentary research with the archives of SAMEAC and EBSERH. In view of the data collected, I discuss the problematic relationship from the legal and administrative point of view that SAMEAC maintained with the UFC, mainly marked by the precariousness of labor bonds and the illegality of the contract for the provision of services and management of processes and resources, and the new management format for federal university hospitals, as a “de-outsourcing” of public health services through the creation of the state-owned EBSERH, which continues to experience the same public health difficulties in our country
