This article looks at the reflection of participation and social control in the democratization of public management process. To this end, focuses on the analysis of social welfare policy and their system of organization, highlighting some models of participation, reproduced in everyday social life, which antagonize political participation and effective social control, understood as concrete pillars for the implementation of a management effectively democratic, and in tune with the consolidation of social welfare policy and its in democratic constitutional molds.
