Abstract

This study aimed to grasp the Public Policy for Regional Development in Northeastern Brazil designed by Celso Furtado, his ideas and contributions that impacted not only the region, but the whole country. Celso Furtado proposed a State policy that sought, in addition to economic growth, human development and the region’s pre-modern social structures, marked by a brutal social inequality. His thinking undertook a historical, epistemological, and political break and inaugurated a new way of seeing the Northeastern reality, as he proposed the need to live with drought and not fight this natural phenomenon, as previously believed
