Abstract

The State Government asserted with a participatory commitment to the implementation of the Castanhão Dam, in order to ensure the fair compensation of the community in all activities and additionally create the conditions for its participation in business opportunities and progress arising from the enterprise. To this end, through Decree No. 23752 of July 18, 1995, the State Government created the Multi-participatory-GM Working Group to monitor the construction of the Castanhão Dam, with emphasis on the relocation of the city of Jaguaribara and the resettlement of population. The conflict over water remains on the agenda of political discourses, and a politics of any kind necessarily reflects the existence of direct interests. The adoption of ineffective policies to meet existing popular demands is always taking place, as beneficiaries do not have sufficient political strength to make the works promised and planned by the authorities implemented. With the reality of Castanhão and the construction of the various stretches of the integration channel in Ceará (The Water Path), the aim is to ensure the proper functioning of economic activities and supplying the metropolitan region of Fortaleza, especially when it comes to the promise of to end the misery and the priority to bring water to all the territory of Ceará
