I reviewed the implementation of public policies in housing, "social interest," the popular housing and reach the following conclusions: the ineptitude of the authorities to issue housing, widespread corruption, the rural exodus, the greed of
the builders, the usury Banks and financial agencies, the excessive cost of construction materials, the selfishness of aquinhoados more sectors of society, among other causes, explained the situation precarious housing for the poor
population and the failures of government initiatives in this area. Moreover, the production of social housing has characteristics that differentiate in much of other goods.
