Abstract

The challenge for policy makers in Union, States, Federal District and the City, is the management and balance government accounts after the Reform of the State Apparatus, Constitutional Amendments and Fiscal Responsibility Act forced the
best applicability of public money. . The aim of this study is to show the current status of Public Security of the State of Ceará through economic and financial analysis and actuarial. It was collected financial and actuarial data that are sent
periodically on the website of the Ministry of Social Security. The results obtained within the period of the research point to a situation of financial distress, as well as actuarial, where the variables collected showed no guarantee security in the
medium and long term sustainability of the Pension System for Civil Servants in Ceará, and the fact that the absence of a Single Management Unit to efficiently manage the funds collected and the granting of welfare benefits, and non-
implementation of mass segregation of the insured, will not soften the impact of the monthly financial contributions and also not reduce the actuarial deficit which will remain in continuous growth in future periods so there is total lack of dividend payment given the current composition of insured civil and military of SUPSEC. It thus becomes clear that concludes that it is necessary to create a Management Unit in Social Security, an independent, which manage the resources coming from contributions and benefit payments to retirees and preserving the financial and actuarial balance.
