This article discusses the tools used by governments in communicating with their audiences in terms of a choice of media to advance a dialogic relationship with society. In summary, presents the traditional structure of a Communications
Department to demonstrate the inadequacy of this choice and points to public communication as a management strategy capable of improving the quality of public services and strengthen citizenship.
