Through this research we analyzed occur as relations between the state and society in the democratization process. This perspective is that we chose the theme: Pathways of Democratic Management: an experience of the City Congress in Bethlehem (2001-2004). The objective of this research was to investigate the practice experienced in the City Congress as a public participation through the relationship between the subjects of civil and political society. In concluding this research, the perception that we had is that there was a democratic participatory management model, although the lack of a better systematize the proposed Congressional District, based on democratic principles, has prevented an effective democratic management occurred public.
