Abstract

This paper aims to give visibility to the discussion on the financing of public policy, seeking to uncover its technical-bureaucratic character, pointing to the need to understand their political bias. This article will also present the outline of a professional experience that was the starting point of our research conducted in the Municipal Social Assistance Fund (FMAS) - the city of Fortaleza in the period 2006-2009 as part of the reflection on the character assigned by municipal public management the financing of Social Welfare Policy.
