The public policy observatories emerged in the 1990s in various parts of the world. They were created by academic, government, or civil society institutions aimed at increasing access to information on public action and democratizing the processes of public policy development and social control. Although they have common features and act by producing and disseminating knowledge on public policies, these observatories choose goals and strategies that relate to the context in which they are deployed. This article addresses the relationship between the context where these observatories emerged in Brazil and the goals adopted by them.
