Analysis of National Program for Security with Citizenship (PRONASCI, Programa Nacional de Segurança com Cidadania) as public security policy in Brazil through review of literature and notes on the perception of the municipal implementation of the Program in Fortaleza, CE, Brazil. The research retraces the path of public security policies in Brazil, placing them in post-dictatorship political context. This work analyzes the public security proposal with citizenship of the examined Program in order to overcome a social control manner maintained through repressive, traditional and not very effective practices inherited from a authoritarian regime. This analysis is made by examining the execution of PRONASCI in Fortaleza, where the Program was not transformed in alternative policy, nor reduced violence.
