The Management of the Unified Social Assistance System in the Municipalities of Acaraú-CE and Marco-CE

This article is part of the master’s thesis that analyzed the Social Policy Public Administration in the municipalities of Acaraú-CE and Marco-CE, with a view to increasing citizenship through the achievement of social rights, from the execution of services, programs, socio-welfare projects and benefits, as well as to analyze these municipal management of this policy in accordance with the Single Social Assistance System and the National Social Assistance Policy, in order to understand its execution in the cities surveyed. However, even with all the democratic advances that the Single System of Social Assistance represents for the reality of the Public Policy of Social Assistance in the municipalities, the conservative project that, represented by the assistance and personal relationships and of power, is still very intense. local traces of a past still very present and that allied to the neoliberal project of deeply reducing characteristics of the State and of the social rights prevent the full realization of the democratizing project dominated by SUAS. It is also perceived that the work carried out in both municipalities is in the direction of adaptation to the one that the Social Assistance Policy advocates, however much there is to be done, many ways to be followed, especially by the municipal managers, as well as of the effective commitment of SUAS workers, so that this public policy is truly qualified to meet the demands of users/citizens.
