Abstract

The article addresses the Brazilian government's post-military regime, against the excesses and crimes of the state police. In the specific case of Ceará, like the government of the mudancistas, in front of the state Executive for fifteen (1987–2001), has been facing an issue that is said by political analysts, and even by some government sectors, like your Achilles heel and that has brought this government into disrepute with human rights organizations national and international and the general population
