The article will be concerned with demonstrating, through a dialogue with discursive action by the Cirist government (Ciro Gomes), which, despite the tireless effort governmental, in the sense of accrediting the child and adolescent, in official speech, as “Absolute Priority” and “Political Commitment”, the position held by those, who, at the legal level, became subjects of rights, was only that of object of government rhetoric. It also seeks, in the discursive passages, the understanding and elucidation that - in terms of the said, the omitted, the intentional, the accidental, of the undisclosed - make us unravel the assumed ideological position governmental interlocutors. The word was the raw material of the Cirist government. Him he knew, like few others, to make believe that the “verb became action”. The study showed that this government has put itself at the service of the project of deliberate shortening and planning of the State, when it promoted popular participation, partnership and co-management, as these were, in fact, only cover up the State's intended inaction.
