Abstract

At the turn of the millennium, Brazilian cities concentrated on their conflictive space approximately 80% of the population. It is a multi-faceted scenario, where the conflict unfolds, hegemonically structural change in the capitalist mode of production, involving old and new issues, old and new collective political subjects. The text deals with occupations land in Fortaleza, a city that reveals a set of very serious issues social factors, including increasingly disorderly and chaotic urbanization, generating an unrestrained slum process that constitutes a true challenge to urban reform.
