Abstract

This article seeks to analyze the experience of educational decentralization that took place under Law No. 12,452, of June 1995, which referred to the municipalization of teaching in the State of Ceará. The basic premise of the study is that, despite its conception, in the condition of legal apparatus and educational policy, municipalization is anchored in the theses of the collaboration regime between the State and the municipalities, also running, implicitly, the construction of an ideological and empirical reference, based on the so-called thinking of the structural adjustment of the State, which removes from it a more universalist performance, placing it in a more secondary and regulatory dimension. In this sense, included in a scenario of State reform in Brazil, and in Ceará, the process of municipalization of education set this apparent contradiction between two formulations of State action and public policies.
