Conceptual Disputes Concerning Cultural Indicators

Considering that, in order to elaborate analytical indicators, it is crucial to understand exactly what it refers to, and considering that cultural diversity emerges in contemporary times as a legal and political concept that is not exempt from a dispute between hegemonic and counterhegemonic visions, the present article intends to address this problem by analyzing the monitoring framework of the Unesco 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions. In the first part we will address the issue of public policy analysis indicators and, in particular, the cultural indicators. Next, we will analyze the monitoring framework of the 2005 Convention, proposed by Unesco ten years after the approval of this legal instrument, seeking to identify the conceptual disputes around the proposed indicators.
