Abstract

This research presents a historical record about the struggle for human rights in Brazil and in particular the human rights of children and adolescents. It discusses the multi-centrality in celebrations regarding the two decades of struggle: the social movement that produced a new conception of rights of children and adolescents - the theoretical-scientific thought produced by the academic environment - and the new international regulation. This study shows evaluations from ideal, due and real frameworks. It also presents an assessment of the effectiveness and efficiency of national and international regulations on the basis of ethical and political paradigms, legal principles and mechanisms of rights enforceability.
