This article is the result of initial reflections arising from an ongoing study that seeks to perform an analysis of the phenomenon of evasion in a federal government program, titled Urban Projovem in the municipality of Betim - Minas Gerais. This program was developed to meet young people 18- 29 years who did not complete elementary school and who are in a situation of social vulnerability. Therefore, we seek to contextualize the socio-economic situation and the specific audience for which it is intended. With intent to bring the discussion about the possibility of evaluation as a powerful tool to mark successful actions that meet the needs of users of this program, it is an approach to the principles and foundations of Social Management incorporated into the evaluation process and, as such, can help enhance, improve and make more effective the processes of participation of the subjects involved in a social program. In this sense, this paper aims to discuss the limits and possibilities of the program evaluation processes Projovem Urban and present contributions of the incorporation of the principles and values of social management in this process, in order to ease the situation recurring evasion.
