dynamics between Brazil and Europe around Value Universal Exceptional in the city of Rio de Janeiro

Abstract

Although the instruments and categories developed by UNESCO seem universal, such a set must not hide local conceptions of the heritage field, which often precede the existence of the idea of ​​world heritage; it cannot even make you forget the complexity of the process necessary to finalize an application to the UNESCO World Heritage List. The process of formalizing the registration of the Universal Exceptional Value (VUE) of the city of Rio de Janeiro, taken as an urban cultural landscape, started in 2001 and ended in 2012. In this case, the consideration of the dynamics of actors configured between Brazil and Europe over the course of three attempts to build the Rio de Janeiro VUE allow us to show an impulse to the opening of UNESCO's heritage logics aimed, above all, at emerging countries, which demand a reorientation of the legal instruments of this international organization from local contexts.
