Why do we react to quotas for blacks?

Abstract

This article is a complementary text to the proposal of affirmative action for Blacks and Indians which José Jorge de Carvalho and I presented to the University of Brasília. I show here an analysis of the more common types of racism practiced in Brazil, as well as an argumentation, followed by a proposal of execution, of three institutional devices which the University of Brasília (an any other university that introduces cuota systems) should develop simultaneously to the execution of the admission through cuotas: a Psycho-Pedagogical Support System , a Permanent Commission of Assessment and an Ombudsmanship.
