To understand the policy assistance to children and teenager in the Brazilian state

This article is an extract from a dissertation work that sought to investigate, based on the analytical model inaugurated by Michel Foucault, in which the dominated areas of social policies aimed at assisting children and adolescents in the State of Ceará could be said to be a passport for the citizenship or defined as a disciplinary device? This task imposed the first search for the understanding of what constituted Social Policy, the bases on which it is based; its trajectories, its forms of installation, operation, its treatment and destruction, in short, its nature, its origin, its means, its purpose. It is, therefore, in the way that social policy in the Brazilian state has settled down that this article will synthetically address.
