Trajectory of housing policies in a inequality scenarios
the case of Fortaleza

The aim of this paper is to discuss the history of housing policy of social interest in Brazil, mapped into the space of social inequality and urban scenario of many struggles. It’s a bibliographic and documental study focusing the city of Fortaleza as a scenario of social inequality in the perception of the trajectory of housing policies. We assumed that the difficulties encountered today in urban management, specifically with regard to housing are linked to the urban model of development adopted in the country, marked by the absence of urban planning and by favoring the interests of dominant elites. The study reveals the importance of intersectorial cooperation and the necessary integration of public policies for the actions to reach their goals and have greater social sustainability. This is the great challenge for public policy in Brazil, namely, the democratization of public power and the universalization of basic social rights, as well as reducing socio-territorial inequalities without losing the link with the local peculiarities and diversities.
