Abstract

This paper was prepared to support discussions at the Municipal Plenary of Public Policies for Women, held in Fortaleza, at the State University of Ceará, in 2004. This is a brief reconstruction of the trajectory of feminist struggles in Brazil, since the decades of 1970 and 1980, which seeks to identify socially constructed discourses on women's citizenship rights and public policies designed to address gender inequalities. Through this reconstruction, it is intended to contribute to a critical analysis of the institutionalization of these rights, when the creation of programs, projects and public facilities for their guarantee, in order to point out some of the challenges currently facing the feminist movements, regarding refers to the construction of public policies for women.
