Abstract

This article deals with the constitution of the culture councils at the federal level that existed in the country from 1937 (date of the creation of the first one), during which a process of reformulation of the state structure begins to take place. The concept of citizenship has been extended to new social groups. Systematic action by the state has expanded to new areas, or rather these have been dealt with within the spectrum of public policy. A study of the legislation that constituted such councils is presented, seeking to build this history of the cultural ideology of the State accompanied by the analysis of some actions and regulations proposed and / or implemented specifically by the Federal Council of Culture (1966-1990).
