Abstract

This article discusses policy-specific ranges and limits.
of the audiovisual developed by the Secretariat of Culture of Ceará (Secult) under the management of Secretary Nilton Almeida (1999-2002). At first, a retrospective movement is made, seeking to find the driving forces that led to the articulation of the cinematic field with the State Government. In the second part, the lines of action that guided Secult in the audiovisual area during the mentioned period will be discussed.
