Our article addresses the new challenges that governments face in an increasingly complex world, needing to overcome the profile of bureaucratic, hierarchical and centralized structures. To respond to this growing complexity of public affairs, governments are urged to work in partnership with other sectors of society, especially companies and third sector organizations, which requires a whole transformation of mentality and practice of social intervention. The strategy of shared public management between State, Market and Society implies a broad effort to learn cooperation, which becomes even more challenging in a country like Brazil, due to its secular authoritarian vocation and deep social inequality. The training of the public servant for the new model of networking, favoring spheres of planning, deliberation and collective and plural evaluation of policies, becomes an indispensable condition for the effective democratization of the Brazilian state. In this article, we raise the fundamental points for a capacity building agenda for cooperation, valuing the perspective of public policies that also contribute to the strengthening of social capital, pillar of sustainability and democracy.
