Abstract

The academic debate about the effectiveness of Participatory Institutions (PIs) refers to the effects of deliberative processes on public policy decisions. This article deals with the participatory effectiveness of the deliberations of the Municipal Health Council (CMS) of Redenção City, state of Ceará. The methodology consists essentially in examining bibliographical and documentary sources. It is concluded that, regarding the period surveyed (2013 to 2016), there was some participatory effectiveness, specially the arguments and deliberations evidenced in meetings for the quarterly accounts. They have raised many questions regarding the projects execution, plans for resources
application, health programs and other aspects covered in Basic Health Care (BHC), specialized services and those of medium and high complexity.
